some of the symptoms are red flags for croup diagnosis. the classic seal like cough, whistling to suggest a contriction when breathing, inflammation. signs of systemic illness are present I would suggest he is seen in a primary care setting, possible antibiotics and steroid treatment is required to prevent further deterioration
